In 2021, Winter Storm Uri severely affected several Texan agricultural sectors, including dairy production. To understand how producers experienced this extreme weather event, qualitative phenomenological case study explored perceptions of preparedness, coping strategies, and information needs preferences for dealing with events among in Texas, conducting individual semi-structured interviews. Financial resources play a crucial role in rural revitalization. Understanding the efficiency of financial support is essential for scientific and rational allocation these resources. Therefore, we conducted an assessment over period 2011–2020 utilizing three-stage DEA model Malmquist index to measure revitalization across 30 Chinese provinces (excluding Hong Kong, Macao, Taiwan, Tibet) from both static dynamic perspectives.
