We constructed a three-tier tripartite evolutionary game model to analyze the interactive relationships among government, clusters of heavily polluting enterprises, and public regarding carbon emission reduction. The findings revealed that enhanced supervision efforts by both government significantly accelerated speed green transition within enterprise clusters. Under current policy frameworks, effectively guided enterprises toward sustainable development pathways implementing subsidies stringent environmental regulation policies. Pioneering in industries adopting technology innovation expedited transformation entire sector substantially. Numerical simulations were conducted validate these conclusions, corresponding countermeasures suggestions proposed facilitate enterprises.
