Abstract Under the “Double Carbon” goal, incorporating principles of equity, efficiency, and responsibility into initial regional allocation carbon emission rights is key to promoting optimizing China’s trading market. This paper first defines net transfer between regions, then calculates allowance scheme based on equity as well integrating principal. Our study shows that: (1) provinces which out emissions are dominated by Jiangsu, Zhejiang, Shanghai pilot while in Shanxi, Hebei Inner Mongolia. (2) Considering only principle will reduce incentive for reduction regions with high such Beijing, Guangdong; considering efficiency exacerbate pressure Xinjiang, Mongolia other regions. (3) Compared principle, integrated not takes account multiple factors, but also reduces cost among more line “dual-carbon” strategy.

The National Ecological Civilization Construction Demonstration Zone (NECCDZ) policy is an important strategic plan for ecological civilization construction and a pioneer model exploring the green development of various regions. This article takes NECCDZ as quasi-natural experiment to explore impact on ESG performance firms by adopting multi-period differences-in-differences based data China's A-share listed companies from 2012 2022. conclusions drawn empirical analyses are presented follows: (1) has significant positive promotion effect corporate performance, results remain robust after series robustness tests. (2) Mechanism indicate that can improve practices increasing level enterprise technology innovation, while media attention plays moderating role in practices. (3) heterogeneity test shows state-owned non-state-owned corporations, non-heavily polluted corporations eastern northeastern On one hand, illustrate effectiveness micro point view enterprises provide new way enhance companies; other they summarize necessity work theoretical basis throughout country.
