The strategic management of human resources in organizations is fundamental due to the competitive demands markets, which why an excellent organizational culture must be maintained increase workers' motivation. This study aims provide specific recommendations improve resource context municipalities, thus promoting a comprehensive transformation that increases capacity retain and attract valuable personnel. research quantitative follows correlational design. A questionnaire was administered 112 employees municipalities regarding variable with dimensions culture, climate, personnel selection motivation job satisfaction work environment Cronbach's alpha reliability 0.851. results show 65.18% workers consider fair, 67.86% highlight inadequate, 53.75% express level social relations organization low, 50% indicate fair. These reflect companies their stable fit organization's profile.
