Systematic management of corporate safety risks in industrial parks has become a hot topic. And risk prevention and control mutual aid is brand-new model the emergency park. In the context of digital economy, technology is an important driving force to promote green development and achieve “dual-carbon goal”. Taking 1746 Shanghai Shenzhen A-share enterprises from 2015 2022 as research objects, we empirically examine relationship between government subsidies, transformation, corporate innovation. The study shows that (1) there inverted “U”-shaped subsidies technological innovation, while transformation plays a mediating role, difference quality quantity in promoting (2) Through analysis moderating effect, it found market concentration has obvious inhibitory effect enterprise (3) study, by classifying nature enterprises, promotion on innovation weaker under heavily polluted than non-heavily but interval larger. The carbon quota allocation method serves as the foundation for design of trading mechanism, which has a significant impact on supply chain production decisions and operational efficiency market. To analyze behavioral decision problem members under different methods, low-carbon reference effect is introduced to characterize consumers’ preference market demand. On this basis, three differential game models are constructed, namely, no emissions penalty, grandfathering principle, benchmarking principle. results indicate that implementation policies enhances levels, emission reduction levels manufacturers, publicity retailers.
