In modern scientific research, more and attention is paid to the mechanisms for maintaining environmental situation in cities of various types. Forestry many countries world affected by factors, among them, forest fires can be noted, which have a negative impact on both large urban agglomerations vast territories occupied mainly areas. The work reflects problem associated with optimality effectiveness measures taken prevent extinguish fires. It proposed form 7 key macro regions based approach ecological economic zoning, are territorially zoned according homogeneous characteristics, where forestry production separated. A distinctive feature noted author's model business processes system enterprises, context zoning territories. This process typology areas zoning. Where final eco-oriented at output reduction number fires, accelerated restoration using innovative methods transition waste-free production. This study examines the influence of local government preferences on effectiveness environmental regulation. Leveraging establishment China's National Key Ecological Function Zones (NKEFZs), we apply a difference-in-differences strategy to explore how different regions respond We find that in higher-income NKEFZs, quality improves while economic growth slows. In contrast, lower-income accelerates due transfer production capacity from though improvements are minimal. Local governments with differing implementation regulations through industrial restructuring. provides novel insights into differentiated effects regulation across regions.
