Application of Life Cycle Assessment to Policy Environmental Impact Assessment—A Clean Energy Action Plan Case Study in Qinghai Region DOI Open Access

Due to significant political and environmental decisions regarding clean energy, rapid adoption of solar photovoltaic (PV), wind power, hydropower is taking place. In China, policy impact assessment (EIA) plays an important role in pollution prevention, while its practice relatively limited due insufficient methodologies weak legislative enforcement. Taking the energy action plan (CEAP) Qinghai region as a case study, this study explored application life cycle (LCA) evaluate potential impacts imposed by installment capability 70,000 MW PV pristine areas. It was found that CO2 emissions are less than 3% coal-fired pollutants such sulfur dioxide, nitrogen oxides, particulate matter only account for about 18~27% power. Meanwhile, from full perspective, 4.61 million tons panel waste will be generated, 4172 square kilometers land surface area occupied. Herein, implications proposed, including (1) advance planning local disposal capacity processing facilities, (2) integration with legal ecological environment protection schemes, (3) rational upstream downstream industries.

Evaluating the effectiveness of China’s energy transition policies and formulating scientific policy optimization paths are essential for advancing global carbon reduction. This paper quantitatively evaluates 22 key during 14th Five-Year Plan period via text excavation, Multi-Level Perspective (MLP), PMC index model. The research results show that overall design is reasonable. Only two graded as acceptable, while rest good or higher. In addition, landscape policy, regime niche have a decreasing influence on projects in China. summarizes three common shortcomings policy: (1) lack explicit incentives constraints; (2) inadequate authority releasers; (3) limited coverage focus.
