The rapid urbanization of the Global South has intensified challenges faced by urban slum communities, leaving them particularly vulnerable to socioeconomic shocks. Despite growing attention poverty in these regions, limited research explores how such intertwined with shocks during crises like COVID-19 pandemic. This study aims fill this gap examining experiences residents Bangladesh pandemic through lens social exclusion theory and resilience, focusing on role governmental responses. employed a qualitative approach, incorporating in-depth interviews, key informant focus group discussions, observation methods, thematic analysis achieve its objectives. findings reveal that critically threatened income food security poor. Citizen participation is key in urban planning, but traditional methods are often limited terms of accessibility and inclusion. This study investigates how the use emerging technologies such as Virtual Augmented Reality (VR/AR), Digital Twin (DT), Building Information Modelling (BIM), Artificial Intelligence (AI), Geographic Systems (GIS) can enhance citizen planning. Sustainable development of the Smart Cities and Regions concept is impossible without a modern transport infrastructure, which must be maintained in proper condition.
