This paper investigates the relationship between port productivity and carbon dioxide (CO2) emissions in cities. The study initially employs global Malmquist index (MPI) to measure growth 16 major inland ports along Yangtze River, obtaining data on ports’ total factor (TFP). Through an analysis using panel model with two-way fixed effects, we find a positive correlation improvement of TFP increase CO2 Further quantile regression reveals heterogeneity this impact, especially cities medium higher emissions, where effects are particularly significant. also indicates threshold effect size emissions: smaller ports, impact is less significant; however, once exceeds certain threshold, significantly promotes emissions. Introduction New urbanization is a powerful support for regional economic growth and green transformation. Methods In this paper, we select data from 237 cities at prefecture level above in China 2010 to 2021 quasi-experimental design, investigate the effects of new policy pilots on urban total factor productivity ( GTFP ) its mechanism by constructing multi-period difference-in-differences model. Results The study finds that: a) construction has positive impact promoting GTFP, result verified series robustness tests; b) promotion industrial structure upgrading, facilitation technological innovation, reduction degree resource mismatch all partially mediate relationship between GTFP; c) environmental regulation market integration both modulate directions; d) heterogeneity analysis shows that, terms two-dimensional city attributes ‘location-characteristics’, increase more significant eastern central cities, non-resource cities; e) further that pilot policies have spatial spillover effect are mainly affected through mechanisms such as upgrading neighboring municipalities.
