With the change in climate and rapid social development, problems of low agricultural water resource utilization efficiency (AWUE) significant spatiotemporal variability Hebei Province China are becoming increasingly prominent. This paper constructed a framework that considers environmental exogenous variables selects evaluation indicators based on Lasso model. It also used Data Envelopment Analysis (DEA) model to measure AWUE from 2012 2021. Furthermore, Global Moran’s Index (GMI) Getis Ord Gi * (GOGI) were applied explore characteristics trends AWUE. The conclusions as follows: (1) showed fluctuating development trend first rising then falling. However, it did not achieve effectiveness DEA general, still had potential room for improvement. (2) From perspective AWUE, northeast region shows better performance than southwest region. among cities areas but relatively loose spatial correlation. (3) 2021, centroid distribution hotspots shift central northeast, with an average annual transfer distance 11.14 km. In summary, this study emphasizes urgent need improve which can provide reference resources departments formulate policy planning management decisions tailored local conditions.

Amid the increasing demands for ecological civilization and food security, addressing conflicts between agricultural functions has become a critical priority in spatial governance. Focusing on Chang-Zhu-Tan Urban Cluster, this study establishes multi-indicator evaluation framework employs weighted model to measure functions. The ESDA characterizes distribution clustering patterns of conflicts, while RF identifies key drivers underlying mechanisms. results indicate following: (1) Agricultural exhibit “center-weak, periphery-strong” pattern, with high-function zones covering over 60% area, whereas are primarily concentrated low-function zones, areas localized northeast. Overall, agro-ecological functionality declined from 2000 2020, accompanied by increased gradient differentiation. (2) High-conflict decreased 7.73% during period, medium-conflict conflict-free expanded. Spatially, trend “peripheral mitigation high central expansion low conflicts” emerged. (3) Natural environmental factors were primary conflict dynamics, land use gained significance time. Elevation slope dominated economic density crop planting area more influential 2010. Synergistic effects observed, slope–precipitation interactions providing strongest explanatory power. This offers empirical insights into managing agricultural–ecological thereby contributing enhanced governance sustainable development practices.
