Objectives Understanding approaches to promoting green development as well increasing employment in old revolutionary areas from the perspective of “dual carbon” goals is important and, hence, needs be studied. Methods Using city and enterprise panel data 2007 2019, this study used a differential model assess impact China's low-carbon pilot policies on base areas. Results The results showed that could significantly reduce carbon emissions promote an improvement levels. Specifically, technological innovation enterprises optimize industrial structure through both output effects factor-substitution create more jobs. In addition, different industries factor intensity was heterogeneous, promotion effect significant low-energy non-labor-intensive enterprises.
