Do climate change policies affect labour market distortions? Empirical evidence from China's low-carbon city pilots

To mitigate climate change while ensuring that the substantial benefits of a green economic transition are widely shared, concept just has emerged as pivotal element in strategies. Although effectiveness policies been subject ongoing debate, integration principles is often overlooked key component. This study employs China's Low-Carbon City Pilot policy (LCCP) quasi-natural experiment and uses time-varying difference-in-differences (DID) methodology to assess impact LCCP on wage distortions within firms. Using data from listed companies between 2006 2022, our analysis shows low-carbon itself may be source inequity, disproportionately benefiting capital at expense labour, thus exacerbating preventing labour receiving fair compensation. inequity undermines transition, allocation resources tends favour large firms, enhancing their pricing power diminishing market flexibility. The outcomes mixed: it accelerates growth share, also leads an unequal distribution labour. Furthermore, exploration role export trade mitigating these reveals exports actually widen disparity distortions. Our underscores urgent need prioritize equity improve efficiency action frameworks. We aim provide decision-making support for design implementation more equitable developing countries.
