Introduction Environmental issues are related to the physical health and welfare level of all human beings, mandatory dominant nature environmental regulation (ER) effectively solves difficult problem unequal obligations gives impetus improving equality. Methods Therefore, based on a sample 238 prefecture-level cities in China between 2011 2020, this paper empirically examines mechanism effect ER intensity fairness using Gini coefficient Theil index. In addition, further tests mechanisms mediating influence moderating Results The results study found that (1) On basis mitigating endogenous problems such as adopting instrumental variable strategies, increase has significant contribution realization (2) contributes equality through green innovation transformation effect, which is more pronounced innovative regions. (3) development finance digital economy, an important approach promoting sustainable development, can strengthen path policy mitigate inequality. Discussion This provides suggestions insights for implementation government policies, enhancing economic construction society-wide system.

Introduction Based on the heterogeneity of participants, current research generally categorizes environmental regulations into three types, government‐, market‐, and public‐dominant regulations, but neglects their intricate real‐world interactions. Methods To bridge this gap, study employs panel data spanning 30 Chinese provinces from 2010 to 2021, based employing introduced synergy intensity variable (HSP_Synergy), objective is investigate combined effects these quality develop an asymmetric political strategy for optimizing benefits. Results discussion Key findings include: (1) The heterogeneous subjects participation index (HSP_Synergy) effectively integrates diverse heterogenous dominant a unified framework. (2) By analyzing interaction among using administrative, tax, public concern as proxy variables, competitive rather than cooperative are identified. An incremental unit corresponds decline approximately 22%–25% in quality. Notably, regions with lower degrees exhibit 36%–42% higher compared those degrees. (3) This introduces “asymmetric strategy” effective mode maximizing effects. Introducing both administrative penalty management leads 6%–17% benefits introducing 21%−23% tax participation.

Rural areas play an important role in the energy transition process, and understanding impact of green innovation on rural habitat system resilience is highly important. Using data from 30 provinces China 2011 to 2022, this study employs entropy method quantify examines relationship between using a fixed-effects model. The results indicate that for every one-unit increase innovation, increases by 0.012–0.018 units. Robustness tests, including replacing core explanatory variables, introducing one-period lag substituting model with GMM model, confirm reliability findings. Heterogeneity analysis reveals has greatest effect enhancing China’s central region. Further demonstrates indirectly strengthens increasing public concern about environmental pollution reinforcing regulation. These findings provide scientific basis improving communities integrating life, production, ecological systems through technological context carbon neutrality. They also contribute advancement sustainable development nature-based solutions.
