This paper sets out the response of Planning Inspectorate (PINS), UK Government's Executive Agency responsible for decision-making process Nationally Significant Infrastructure Projects (NSIPs) in England, to COVID-19 public health emergency 2020. Adopting a reflecting-in-action methodology, focuses on how, during national 'lockdown', PINS 'pivoted' technology participation from in-person virtual ensure that publics and wider stakeholders could continue contribute decision-making, despite restrictions imposed by emergency. It proffers an example how Government agency, through being adaptive reflective, was able co-production participatory NSIPs. also adds ongoing discussions regarding evolution digital/online/virtual engagement tools future emphasises these may need be part 'toolbox' approaches depending nature proposed project wishes those invited engage participate decision-making.
