Can digital governance promote urban energy conservation and emission reduction? A quasi-natural experiment based on “National Pilot Policy of Information Benefiting the People” in China

The digital transformation of government is an important path to achieve the modernization national governance system and capacity. In recent years, “National Pilot Policy Information Benefiting People” has become a key measure for big data empower governance, accelerate improvement public service levels equalization services. This paper adopts difference-in-difference method, takes implemented in my country 2014 as quasi-natural experiment explores effectiveness measures on urban energy conservation emission reduction its potential transmission mechanism based panel 283 cities China from 2006 2021. study found that construction positive role promoting reduction, this impact mainly achieved by green technology innovation strengthening environmental regulation; there are differences among different regions, scales, resource endowments. studies effect perspective transformation, provides empirical inspiration sustainable development under dual carbon goals formulation action strategies.
