Watershed ecological compensation programs have emerged as a pivotal instrument for internalizing the externalities associated with watershed protection. In most countries, direct participants in projects are ordinary persons and enterprises, but China, local governments central government, which to some extent affected efficacy of programs. This study used PSM–DID analyze Xin’an River Basin Ecological Compensation Project (Xin’an-BECP) calculated loss opportunity developed upstream area through EKC (Environmental Kuznets Curve) fitting, makes benefit assessment government-led more objective provides model that can be benefits BECP developing countries. Our results show (1) treatment effect Xin’an-BECP is not obvious; (2) funds gained by much lower than theoretical loss; (3) enterprises transaction Xin’an-BECP. Finally, based on conclusions discussion, we propose specific policy recommendations guide countries increasing compensatory effects context growing demand economic development.
