Abstract Background The World Health Organization has admonished member countries to strive towards achieving universal health coverage (UHC) through actionable policies and strategies. Nurses midwives have instrumental roles in UHC via policy development implementation. However, there is a paucity of empirical data on nurses midwives’ participation Ghana. current study explored development, reviews reforms Methods A qualitative descriptive exploratory design was adopted for this study. One-on-one individual interviews were conducted after 30 participants purposefully selected. Data audiotaped with permission, transcribed analyzed inductively using the content analysis procedures. Results Two main themes emerged from data: perspectives reforms. findings showed that during reviews, Ghana overlooked unacknowledged. Policy regarding bridging pre-service preparation gap, staff motivation mechanisms influence admission into nursing schools raised.
