Australia is experiencing an accelerated rate of climate-related extreme weather events, and many the solutions to reduce exposure climate-risk are nature-based, governing urban forests, waterways, stormwater. However, governance nature-based in Australian cities still fragmented piecemeal, generally lacking a coherent narrative widespread support. What needed institutional spaces that mainstream such solutions. In this paper, we draw on case study forestry implementation across metropolitan Melbourne, as lens examine creation evolution spaces. Urban areas are currently experiencing a number of adverse effects associated with both climate induced change and the nature development processes. This has led to, not only reduction in provision performance environmental attributes but also generated threats to well-being urban inhabitants. In response, concept Nature- based Solutions (NBS) emerged as means reconfiguring spatial interactions maximize adaptation resilience. Despite this however, process transition for NBS frequently encountered several governance related challenges. paper examines extent which Green Cities Framework (GCF) can overcome these limitations aid mainstreaming. Through policy-based experimentation six European we assess ability GCF deliver improved capacity innovation. The research revealed positive strategic planning improvements all cities studied. Particular strength included visioning, working group collaboration, impact vulnerability assessment, integration existing instruments processes, business model post-decision evaluation. Several potential improvement were revealed. These primarily difficulties communicating relevant actors, concerns undertaking financial assessments defining standards procurement.

Abstract Municipalities employ pilot projects, tests, living labs and similar initiatives to explore novel sustainable solutions for urban development. Nevertheless, civil servants often encounter challenges when attempting scale up tested solutions, both within their own city other cities.
