Introduction This research aims to empirically investigate the dual effects of establishing Marine Economic Development Pilot Zone (MEDPZ) on marine economic growth and environmental governance. The study focuses China’s coastal provinces, where MEDPZs have been implemented, assess their impacts both aspects. Methods employs a Time-varying difference-in-differences (DID) model based panel data from provinces. method allows for assessing causal impact MEDPZ establishment governance by comparing pilot provinces with non-pilot over time. Results has significantly enhanced in Specifically, increased 1.222 percentage points, while improved 0.748. Additionally, varied spatially across different circles. northern circle experienced most substantial benefits. southern saw significant increase but relatively minor improvement In contrast, eastern was not substantially affected. Discussion findings suggest that effectively boosted competitiveness economy mitigating adverse impacts. is achieved through promoting scientific technological advancement strengthening government regulation. provides basis policymakers formulate implement development strategies consider regional differences, enhance financial support science technology R&D, enforce stricter regulations protection.
