By analyzing a comprehensive dataset of marine economic activity in China’s 11 coastal provincial administrative regions from 2006 to 2021, we constructed productivity indices identify regional differences, spatial distribution patterns, and evolutionary trends at the national level, with particular focus on three major maritime circles. Introduction This research aims to empirically investigate the dual effects of establishing Marine Economic Development Pilot Zone (MEDPZ) on marine economic growth and environmental governance. The study focuses China’s coastal provinces, where MEDPZs have been implemented, assess their impacts both aspects. Methods employs a Time-varying difference-in-differences (DID) model based panel data from provinces. method allows for assessing causal impact MEDPZ establishment governance by comparing pilot provinces with non-pilot over time.
