opportunities
economic
growth,
employment,
environmental
conservation.
Marine
resources,
including
culturally
economically
vital
hilsa
fish,
untapped
offshore
energy
reserves,
highlight
potential
this
sector.
Despite
these
opportunities,
challenges
institutional
capacity
limitations,
degradation,
insufficient
research
technology,
geopolitical
dynamics
hinder
progress.
Addressing
requires
multi-sectoral
approach,
establishing
dedicated
authority,
enhancing
marine
research,
fostering
public-private
partnerships,
promoting
regional
cooperation
under
frameworks
like
BIMSTEC.
Environmental
sustainability
building
communities
are
critical
to
achieving
long-term
benefits.

(SDGs)
further
ensures
role
diversifying
economy,
ensuring

(SMSPs)

environmental

stakeholder
conflicts

exacerbate
these
challenges.
This
study
identifies
context-driven
sustainability
indicators
for
SMSPs
proposes
best
practices
to
enhance
their
resilience.
Four
small/medium-sized
in
Crete,
Greece—Souda
(CHA),
Heraklion
(HER),
Rethymnon
(RET),
Sitia
(SIT)—were
evaluated
benchmark
performance
using
tailored
indicators.
The
primary
objectives
were
the
following:
(a)
identify
relevant
SMSPs,
focusing
on
economic,
environmental,
social
aspects,
(b)
propose
enhancing
ports,
considering
unique
characteristics
constraints.
A
combination
of

Method
(BWM)

revealed
that
“environmental
monitoring
