Abstract How to assess the quality of sustainable development is an important issue for marine economy. This study examined studies on economy over past 30 years using core databases from China National Knowledge Infrastructure and Web Science. introduced bibliometric analysis methods CiteSpace software track comparatively analyze hotspots 1994 2023. showed that (1) research has achieved extensive results. Researchers have already collaborated with those in China. The United Nations’ Declaration on the Rights of Indigenous Peoples (UNDRIP) recognized rights to self-determination. How these can be realized in territories governed by settler-states remains unclear. For fisheries, need understand processes that support self-determination has gained urgency due government commitments and investor interest developing ocean coastal resources, or Blue Economies, amid rapid climatic changes. Here, we explored groups’ fishery development experiences following two approaches reconciling fishing rights. In New Zealand, examined Māori 1992 Treaty Waitangi (Fisheries Claims) Settlement Act. granted iwi (tribes) self-govern non-commercial harvests, restrict pressure state-approved customary areas, participate state-run systems for commercial fisheries management. Canada, investigated initiatives Supreme Court Canada’s 1999 ruling R. v. Marshall . reaffirmed Treaty-protected harvest trade fish, held Mi’kmaq, Wolastoqey, Peskotomuhkati Peoples, a “moderate livelihood.” We document how, both cases, constrained actions from state regulatory enforcement agencies govern market access, other resource users’ activities, collecting sharing information about fish populations. highlight that: 1) reallocations rights, their own, are an insufficient means redistribute access benefits fisheries; 2) constraints families have experienced attempts develop small-scale operations correspond settler-state policies cannot addressed solely through changes leaders’ management decisions; 3) polycentricity governance regimes pose problems self-determination, when citizens with political authority resist efforts fisheries.
