In recent years, the increasing complexity of natural disasters has highlighted limitations existing emergency material assistance systems. To address these challenges, this study proposes a collaborative adaptation mechanism for “peacetime and integration” develops supplier evaluation framework. The framework incorporates multi-dimensional indicators such as profit, business credit, regional advantages, capability. Using DEMATEL-ANP-based model, L2 is identified optimal choice with weight 0.285. A fuzzy comprehensive assessment approach applied to classify materials based on demand urgency, identifying drinking water, rescue tools, medical supplies, other critical items priority resources. vectors range from 0.1540 0.9909. This enhances management through improved information systems, better control processes, unified assurance strategy. It provides theoretical support practical guidance more scientific standardized disaster practices.
