Land serves as a crucial repository of resource elements, and enhancing the green use efficiency urban land (GUEUL) is essential for attaining sustainable development. Based on 296 cities in China from 2006 to 2022, this study explored relationship between system innovation GUEUL by integrating multi-source data, ArcGIS analysis, EBM-DEA model, DID elucidating temporal trend spatial utilization characteristics China. natural experimental scenario pilot reform China’s construction approval system, finds through in-depth analysis double-difference model that vertical transfer authority has fundamentally optimized development pattern GUEUL, positive impact mainly reflected two dimensions: one hand, it reduces systematic transaction costs, other enhances density industrial agglomeration. China is facing a serious land resource mismatch problem, which will profoundly affect the acceleration of economic growth and technological innovation. Reform industrial allocation system can solve resources, that also has an important impact on promotion development. This paper selects data Chinese A-share listed companies in Shanghai Shenzhen from 2007 to 2020 as research sample, constructs double machine learning model, empirically investigates new use policy firms’ green innovation behavior.
