High-quality development (HQD) is the requirement for adapting to changes in main contradictions of Chinese society and achieving sustained stable development. Based on discussion its connotation, this study constructed an evaluation model covering five aspects society, economy, resources, ecology, culture. Then we used obstacle diagnosis analyze factors restricting improvement HQD level. Finally, 4 future policy scenarios were designed under system dynamics (SD) simulate variation each province along Yellow River Basin (YRB). The results show that: (1) level YRB changed dynamically over time, it has also improved varying degrees all provinces. (2) cultural subsystem hindered further HQD; indicator layer, proportion industry GDP factor most (3) Speeding up economic increasing ecological protection optimal path YRB. Scientific regional status simulating situation different can improve accuracy efficiency managers’ decision-making.

Understanding the relationship between urbanization and vegetation is essential for sustainable urban development. Over last few decades, China has experienced rapid dramatic along with impressive land transformations. However, dynamic expansion cover lacks enough understanding. We proposed an urbanization-vegetation coordination index (UVCI) by combining physical boundaries of cities at 10-year intervals 250 m index, measured conflict or relationships 338 in from 1990 to 2018. The results show that a process rapid, large-scale, but uneven over past 30 years, areas expanding approximately 556 %. Urbanization made China's less green, yet changes vary newly developed older areas. There substantial tendency degradation urbanized areas, whereas generally improved non-urban been showing noticeable greening trend after 2010, NDVI maintaining annual growth rate 0.89 becoming increasingly coordinated. proportion decreased 93 % 1990–2000 15 2010–2018. spatial heterogeneity UVCI apparent, northern Chinese having achieved largely coordinated urban-vegetation relationship, while most southern still face challenges. methodology this study can be used as reference subsequent research, findings help shape government policies will support green development China.
