High-quality development (HQD) is the requirement for adapting to changes in main contradictions of Chinese society and achieving sustained stable development. Based on discussion its connotation, this study constructed an evaluation model covering five aspects society, economy, resources, ecology, culture. Then we used obstacle diagnosis analyze factors restricting improvement HQD level. Finally, 4 future policy scenarios were designed under system dynamics (SD) simulate variation each province along Yellow River Basin (YRB). The results show that: (1) level YRB changed dynamically over time, it has also improved varying degrees all provinces. Understanding the relationship between urbanization and vegetation is essential for sustainable urban development. Over last few decades, China has experienced rapid dramatic along with impressive land transformations. However, dynamic expansion cover lacks enough understanding. We proposed an urbanization-vegetation coordination index (UVCI) by combining physical boundaries of cities at 10-year intervals 250 m index, measured conflict or relationships 338 in from 1990 to 2018. The results show that a process rapid, large-scale, but uneven over past 30 years, areas expanding approximately 556 %. Urbanization made China's less green, yet changes vary newly developed older areas.
