The COVID-19 pandemic is the latest example of profound socioeconomic impact emerging infectious disease (EID) crisis. Current health security measures are based on a failed evolutionary paradigm that presumes EID rare and cannot be predicted because emergence requires prior evolution novel genetic capacities for colonizing new host. Consequently, crisis response through preparation previously emerged diseases palliation following outbreaks have been only options, which become unsustainably expensive unsuccessful.
