The management of urban flood disasters is a systematic engineering project that requires great amount manpower, material resources, and financial the interaction coordination degrees various elements in system deeply affect efficiency final governance. According to theories synergy, composite systems, sustainable development, this research first established an evaluation index determine synergy degree disaster emergency from four dimensions prevention preparation, monitoring early warning, response rescue, recovery reconstruction. Then, was explored by using developed model on basis panel data 18 prefecture-level cities Henan Province 2013 2021, level change characteristics were analyzed perspectives time space. Finally, obstacle applied explore factors affecting development. results showed overall relatively low, there significant differences among cities. Among them, 12 presented mild 6 nonsynergy. spatial correlation not stable, which revealed lack mature mechanisms for analysis reconstruction subsystems main systems affected degree.
