Environmental protection policies (EPPs) play a pivotal role in advancing sustainable development and maintaining ecological balance by establishing clear directives standards. However, comprehensive methodology to evaluate the effectiveness of these remains underdeveloped. Here, we employ difference-in-differences (DID) approach assess EPPs, using implementation Resident Work (RW) policy as quasi-natural experiment. Drawing on urban-level panel data from Yangtze River Basin between 2016 2021, demonstrate that DID model robustly evaluates RW policy's impact water quality improvement. Cities adopted experienced 0.0098 reduction pollution compared non-adopting cities. A dynamic analysis revealed progressive improvements over time, with stronger effects observed economically disadvantaged Furthermore, higher evaluation scores correlated greater quality. This study highlights utility quantifying EPP offers scalable framework for environmental management.

Scientific evidence shows that human population and economic activity are nearing or exceeding the limits of global environmental systems. In response, many countries, including China, have introduced regulations to mitigate this pressure. China’s Ecological Environmental Damage Compensation System (EDCS), launched in 2015, emphasizes valuing ecological functions flexible compensation. This study analyzes EDCS’s impact on industrial wastewater discharge using prefecture-level data (2012–2021) a time-varying difference-in-differences (DID) method. The results show EDCS significantly reduces discharge, particularly small cities, lightly polluted areas, Central China. However, increased public spending science technology extended drainage infrastructure weaken effect. Further analysis enhances centralized sewage treatment rates, contributing better control water pollution. highlights system’s effectiveness pollution management importance internalizing value policy design. It urges policymakers enhance implementation efficiency, introduce tax incentives promote green investment, leverage market mechanisms ensure long-term sustainability.
