Policy-based agricultural insurance plays a pivotal role in promoting carbon emissions reduction and driving the development of modernization. This study, based on panel data from 31 Chinese provinces spanning 2003 to 2021, employs double machine learning method conduct theoretical empirical analyses emission effects, implementation mechanisms, regional heterogeneity policy-oriented insurance. The findings indicate that enforcement policy-based exerts considerable influence curbing emissions. conclusion remains robust across rigorous suite robustness checks. Under “scale–structure–technology” logical framework, effects operate through three key mechanisms: scaling-up production, grain-oriented transformation planting structures, advancement technologies. Heterogeneity tests reveal significantly stronger mitigation impacts major grain-producing areas, Yangtze River Economic Belt, regions with stringent environmental regulations.

In light of global climate change and environmental challenges, reducing agricultural carbon emissions while maintaining food security has become a critical concern for sustainable development. This study examines 13 provinces in primary grain-producing regions, utilising data from 1999 to 2022 analyse the spatio-temporal heterogeneity driving factors coupled coordinated development emission efficiency security. The findings indicate that: 1) proportion inputs regions exceeds 80%, whereas contribution sinks rice, maise, wheat surpasses 95%.
