Faced with the global climate change, as a major greenhouse gas emitter, China launched pilot policy on low-carbon city construction since 2010. Few studies have discussed how policies affect investment and financing behavior of energy-intensive enterprises. Based micro data A-share listed enterprises in China’s industries, this study aims to assess productivity effect (LCCP) investigates mechanism using difference-in-difference method. Empirical results provide evidence that LCCP has significantly improved total factor In terms mechanisms, increased supply bank credit encouraged their long-term fixed assets R&D activities. The is greater for state-owned political connection. Urban human capital, industrial agglomeration, resource endowment contribute industries. findings show an effective comprehensive promote high-quality development also enlightenment enacting better transition policies.
