As a crucial step in addressing the climate emergency and enhancing energy security, European Union has set ambitious targets to decarbonise its economy by 2050. While building sector plays pivotal role this transition, being accountable for 36% of EU’s total carbon emissions, it shows renovation rate below 1% per year, which is clearly insufficient. To address challenge, study uses cost-optimal methodology from private social perspectives assess cost-effectiveness environmental impact five packages with passive active solutions currently available on Portuguese market. The results demonstrated that both perspectives, optimal combinations market were generally cost-effective could lead 90–99% reduction needs even zero levels. Nevertheless, beyond cost-effectiveness, consideration co-benefits, e.g., health improvements, also crucial, requiring government action. drive these essential changes, effective policy measures are imperative.
