In the context of rapid urbanization, proliferation high-density residential zones and intricate infrastructure networks markedly amplifies a city's susceptibility to natural calamities, notably seismic events. Thus, precise evaluation emergency capability for events is imperative. This research proposes novel all-encompassing framework indicators, grounded in crisis management theory, covering entire spectrum disaster mitigation, preparedness, response, recovery. The comprises four primary dimensions 15 auxiliary synergistically integrating quantitative qualitative methodologies. Employing coefficient Coefficient Variation Method Delphi Method, study assigns weights while 2-tuple fuzzy linguistic approach adeptly manages uncertain information. Utilizing Changchun City as an exemplar, constructed analyzed model highlights strengths supply reserves formulation plans. However, findings indicate pressing need enhancements monitoring early warning systems, urban economic resilience, public education initiatives. not only furnishes robust evaluating capabilities specific but also imparts valuable insights applicable other contexts. It substantially contributes theoretical practical discourse on augmenting resilience face disasters.
