Climate extremes exacerbate household energy poverty, yet the policy impacts of various transition strategies remain underexplored. Leveraging a database longitudinal socioeconomic–energy household-level data from China, we evaluate micro-level effects market-based policies—such as China’s quota trading—on households’ poverty and consumption patterns. We also assess impact equity outcomes an inclusive subsidy strategy, including Northern Clean Energy Program in on health vulnerabilities energy-poor households. Our findings reveal that while trading has reduced reliance traditional sources, it not sufficiently alleviated economic burden In contrast, China significantly mitigated both risks pressures. These insights provide robust foundation for optimizing climate change mitigation strategies, ultimately promoting justice fair transition.
