In the context of high-quality economic development, empowering effect regional integration policies on urban green and low-carbon development has significantly strengthened, playing a crucial strategic role in achieving coordinated economy ecology. This study uses expansion Yangtze River Delta agglomeration as quasi-natural experimental scenario, analyzing pathways mechanisms through which influence based panel data from Chinese cities between 2004 2022, using multi-period Difference-in-Differences (DID) model. The empirical results show following: ① Regional enhance efficiency conclusion that remains robust after series robustness tests, including PSM-DID estimation, placebo instrumental variable methods, indicator reconstruction, policy interference exclusion. ② Mechanism tests reveal mainly drive transformation three channels: innovation investment, industrial upgrading, talent aggregation. ③ Heterogeneity analysis indicates positive impact is more significant eastern regions, resource-based cities, small medium-sized old cities. Spatial spatial spillover transformation. Based these findings, it recommended that, future, global efforts should be made to continuously improve collaborative governance system, strengthen multi-dimensional linkage agglomerations, build support framework drives optimizes allocation factors. not only provides for enhancement but also offers decision-making references promoting growth digital era.
