Abstract Green development is the main theme of modern in China and even world. depends on green technology innovation (GTI). Therefore, for developing countries like stage economic transition, it urgent to accelerate GTI gain sustained advantages new round international competition. As an important representative contemporary rapid transportation, high-speed railway (HSR) can not only alleviate rapidly growing transportation demand public, but also have potential benefits energy consumption structure environmental quality. Whether how HSR affects has become focus this paper. Hence, by employing panel data 286 cities from 2007 2018 with time-varying DID model, paper verifies that contribute GTI. The findings are as follows: (1) operation make incremental GTI, improve quality simultaneously. Moreover, improvement effect greater than quantity increment effect. (2) Heterogeneity analysis shows positive more significant implemented LCCP. (3) This mediating high-quality human capital. opening further stimulates improving level capital increasing opportunities knowledge exchange diffusion. Based above findings, proposes some policy recommendations help achieve externalities.
