The low-carbon city pilot policy (LCCPP) and the carbon emissions trading (CETPP) are important measures for China to reduce its emissions. However, existing literature typically focuses narrowly on effect of a single tool, leaving it unclear whether LCCPP CETPP in conflict or complementary. Therefore, we investigated synergistic using difference-in-differences (DID) method. Compared with 5.4% reduction 5.1% CETPP, dual (DPP) can improve 11.9%. The synergistic improvement in urban resilience and low-carbon development level is significant for mitigating adapting to climate change, achieving the ‘dual carbon goal’ promoting sustainable development. By constructing a comprehensive evaluation index system of development, this study quantitatively measures Central Plains Urban Agglomeration (CPUA) from 2009 2021. Enhancing urban resilience (UR) is the pivotal strategy for achieving sustainable development. Given that land serves as cornerstone of activities, it imperative to examine relationship between marketization (LM) and amidst profound market-oriented reforms in China. After establishing conceptual framework resilience, this paper assesses temporal spatial dynamics empirically investigates impact on drawing data from 282 cities across China, spanning 2001 2021. Our findings reveal several important insights. First, due its public bidding competitive pricing mechanisms, a powerful measure foster enables flexibly respond various challenges changes.
