The disparity in medical resource distribution across regions poses a significant challenge to healthcare reform China. To address this, China has introduced the hierarchical system (HMS). This study evaluates HMS's impact on equitable of resources. We employ Theil index quantify equalization resources among cities within provinces and use multi-period difference-in-differences model assess influence. Our findings indicate that HMS significantly contributed equal material resources, although its effect human is less pronounced. Additionally, we explore influencing factors from perspective supply demand find it more effective areas with abundant high for high-level services. More importantly, played an important role mitigating disparities unbalanced economic statuses. These insights are instrumental policymakers, guiding evolution reforms refinement achieve objective universal health coverage.
