Benefit Evaluation of Carbon Reduction in Power Transmission and Transformation Projects Based on the Modified TOPSIS-RSR Method

In
order
to
fully
achieve
energy
saving
goals,
it
is
necessary
establish
a
comprehensive
evaluation
system
for
carbon
reduction
in
transmission
and
transformation
projects.
Subsequently,
weights
were
assigned
these
indicators
using
combination
of
the
fuzzy
analytical
hierarchy
process
(FAHP)
entropy
weight
method
(EWM)
through
both
subjective
objective
methods.
Finally,
ultimate
obtained
by
applying
principle
minimum
information.
During
construction
model,
rank–sum
ratio
(RSR)
was
introduced
into
Technique
Order
Preference
Similarity
Ideal
Solution
(TOPSIS)
approximating
ideal
solution
ranking.
And
Euclidean
distance
TOPSIS
replaced
with
standardized
distance,
effectively
avoiding
discrepancies
caused
different
dimensions.
The
modified
TOPSIS-RSR
utilized
evaluate
rank
power
projects
four
regions.
By
comparing
test
values
two
models,
superiority
enhanced
model
confirmed.
Furthermore,
GM
(1,1)
used
predict
electricity
sales
volume
optimal
ranking
area.
