In order to fully achieve energy saving goals, it is necessary establish a comprehensive evaluation system for carbon reduction in transmission and transformation projects. Water resource carrying capacity is indispensable for sustainable development, acting as a crucial determinant harmonizing ecological preservation with socio-economic development.
