Abstract Grand sustainability challenges span multiple sectors and fields of policymaking. Novel technologies that respond to these may trigger the emergence new policy subsystems at intersection established sectors. We develop a framework addresses complexities ‘multi-system settings.’ Empirically, we explore belief coalition formation in nascent subsystem around hydrogen Germany, which emerges electricity, transport, heating, industry is characterised by broad range actors from different sectoral backgrounds. find two coalitions: rather unusual industry, NGOs, research institutes as well an expectable gas heat sector actors. Actors disagree over production, application, import standards for hydrogen. Abstract An increasing number of countries employ net-zero decarbonization targets in their climate policies, which requires decarbonizing socio-technical systems like the energy system by mid-century. While there is a high level agreement about targets, remains great uncertainty as to how meet them.
