While cities on a global scale embrace smartness as roadmap for efficient urban governance, disparities persist in the domain of digital accessibility, literacy, and skills, with manifestations exclusion, ageism, ableism prevalent most experiences. Despite their commitment to bridging divide, governments lack comprehensive frameworks inform policymaking action inclusion smart cities. This review paper aims deepen understanding multifaceted challenges confronting governance Drawing from research encompassing inclusion, transitions, cities, we discuss who is included excluded cities; what are necessary conditions be met considered inclusive; how can city deliver public value equal benefits all.
