While numerous scholars have delved into strategies for mitigating the digital divide, few proposed actionable methods. This paper builds upon prior research by empirically assessing whether construction of public libraries contributes to reducing second- and third-order divides in China. Additionally, we evaluate effectiveness bolstering physical infrastructure resources versus increasing information-sharing activities narrowing this divide. Utilizing data from CSMAR, employ regression models super-efficiency Data Envelopment Analysis (DEA) analyze impact. Our findings reveal that while library positively impacts it has no significant effect on second-order Moreover, augmenting demonstrates a stronger efficacy.
