Abstract This study explores the future of Urban Digital Twin (UDT) in urban planning systems developing countries, with a focus on Iran. Despite UDT's growing popularity, its implementation countries is limited. The research identifies critical factors influencing UDT development, including organisational acceptance, infrastructure, policy and legislation, technology innovation. Using futures studies approach, employs Delphi method, MICMAC (Matrix Impact Cross-Reference Multiplication Applied to Classification) technique, SISMW (Strategic Uncertainties Strengths Weaknesses Opportunities Threats Matrix) methodologies analyse these factors. reveals that international sanctions, factors, technological infrastructure limitations hinder development However, has potential transform countries. provides roadmap for collaboration between public private sectors institutes facilitate implementation, highlighting importance legislative frameworks, digital innovation, stakeholder engagement. Policy implications suggest governments should prioritise supportive policies, investments collaborative efforts address data privacy, security, ownership issues.
