Abstract Inadequate allocation of accounting education resources and uneven spatial distribution are the key issues affecting high-quality development education, arrival era intelligent technology provides ideas for rational higher transformation upgrading. This paper constructs a multi-objective planning model resource explores solution method based on fuzzy particle swarm algorithm. Population initialization is achieved by combining input-output fuzzification processing optimization search in control. Subsequently, fitness every assessed. Next, according to formula PSO algorithm update iteration, position speed updated, optimal itself population continuously iterated. After put into use institutions western region with low lower levels efficiency decreased 7%, all regions have decreased. The number configuration rounds this paper’s smaller than conflicts PCA SVM method, which indicates that has good performance optimizes resources, making develop balanced way.

Performing fatigue characterisation is often an expensive task, being both time consuming and expensive. Taking that into account, ultrasonic testing interesting solution, since it can be thousands of times faster than traditional experiments. In testing, excitation frequencies are in the order magnitude 20 kHz, while common typically approximately a few hundreds Hz.
