Introduction
Climate
change
demands
urgent
action,
and
low-carbon
urban
governance
has
become
crucial
for
sustainable
development.
China
introduced
the
Low-Carbon
City
Pilot
(LCCP)
policy
to
reduce
emissions
promote
green
growth.
This
study
evaluates
how
LCCP
affects
high-quality
development
(HQD),
providing
insights
policymakers.
Methods
We
measured
HQD
using
entropy
weight
method
employed
difference-in-differences
(DID)
approach
with
2000-2021
panel
data
from
351
Chinese
cities,
treating
as
a
quasi-natural
experiment.
Analyses
included
baseline
tests,
robustness
mechanism
heterogeneity
analysis.
Results
The
findings
indicate
that
significantly
enhances
HQD,
thereby
supporting
Porter
Hypothesis
within
context
of
China’s
environmental
economic
policies.
Robustness
including
parallel
trend
test,
propensity
score
matching-DID,
expanded
sample
analysis

urbanization,
accessibility
and
equity
urban
green
spaces
have
become
crucial
issues
in
planning
public
health.

within

demands

urban
populations,
achieving
a
balance
between
supply
and
demand
in
spatial
allocation
green
park
spaces
(UGSs)
is
essential
for
effective
planning
improving
residents’
quality
life.

study
UGS
has
become
research
hotspot.

existing
studies
rarely
simultaneously
improve
