ABSTRACT To address climate change risks and attain sustainable development, affordable clean energy goals (SDG 7) require a continuous reduction in intensity. However, the current global intensity still falls short of SDG 7's requirements. National development zones (NDZs), which are widely used as policy tools developing countries, have significantly boosted economic growth. whether they contribute to reducing remains unexamined. In this context, study provides new perspective on realization 7 based Chinese enterprise database list national zones, using staggered difference‐in‐differences model provide micro‐evidence how NDZs affect We found that helped achieve manifested by (EI) enterprises. The impact EI was heterogeneous. Specifically, technological types had more significant effect EI. Furthermore, agglomeration, innovation, resource allocation important mechanisms for NDZs. Our findings indicate countries can enhance their efficiency higher‐quality growth implementing NDZ policies, especially establishing ultimately realizing goal development.
