Community service is a common court-ordered sanction in many countries. Individuals sentenced to community must work specified number of uncompensated hours at an approved agency, typically as condition probation. A core expectation that the agencies benefit from this labor. However, very little research examines organizational and interpersonal dynamics involved when organizations with workers. What are local public nonprofit organizations' experiences workers? How do workers, themselves, experience within agencies? We address these questions through interviews 31 volunteer managers 34 workers two court jurisdictions Northeast Georgia. frame our findings management literature suggest practices could improve for both worker organization.

This inductive examination of the topics in public administration literature using computational social science and corpus linguistics (17 journals, N=12,760 articles, 1991–2019) reveals a new landscape topics, changes over time their distribution: • Topic modelling stock whole identifies 50 topics: top ten included health care, federal government, performance management, environmental regulation, HRM networks accounted for just third scholarship between 1991–2019. Focal identified individual journals similarities with popular – networks, less frequently examined including gender diversity partnerships. Analysis shows substantial flow moving from country practice focus early stages our study period to concepts such as governance, citizens late (2015–2019).
