Background Governments and policy makers struggle to achieve a balance between hierarchical steering horizontal governance in systems characterized by fragmented decision authority multiple interests. To realize its One Citizen–One Journal eHealth vision, the Norwegian government established special board of stakeholders create an inclusive model that aligned stakeholders’ interests with government’s ambitions through coordination consensus. Little empirical knowledge exists on how countries models. Objective This study aims investigate was developed as tool align concerns from January 2012 December 2022. Methods document used thematic analysis based constructivist research approach. We included 16 documents 175 consultation response issued 2022 related implementation process. Digital sovereignty is a popular yet still emerging concept. It claimed by and related to various global actors, whose narratives are often competing mutually inconsistent. Various scholars have proposed different descriptive approaches make sense of the matter.
