In this paper, we investigated the efficient metal-free phosphorus–nitrogen (PN) catalyst and used PN to degrade waste PU with two-component binary mixed alcohols as alcohol solvent. We examined effects of reaction temperature, time, other factors on hydroxyl value viscosity degradation products; focused changing rules value, viscosity, molecular weight polyols recovered from products different dosages catalyst; determined optimal experimental conditions temperature 180 °C, time 3 h, dosage 0.08%. The were h 0.08% dosage, obtained polyol was 3716 mPa·s, 409.2 mgKOH/g, number average 2616. FTIR, 1H, NMR, tests showed that urethanes degraded into oligomers successfully, recycled polyether obtained, a series polyurethanes substitution ratios then prepared. A polyurethane materials rates prepared characterized by SEM, compression strength, thermal conductivity tests, which foams had good physical properties such strength apparent density, SEM test at 20% rate helped improve structure blisters.
