Abstract In a changing climate, there is an imperative to build coupled social‐ecological systems—including fisheries—that can withstand or adapt climate stressors. Although resilience theory identifies system attributes that supposedly confer resilience, these have rarely been clearly defined, mechanistically explained, nor tested and applied inform fisheries governance. Here, we develop apply comprehensive framework examine fishery systems across (a) ecological, (b) socio‐economic (c) governance dimensions using five domains: assets, flexibility, organization, learning agency. We distil define 38 from literature‐ expert‐driven approach, describe how they provide illustrative examples of in action. Numerous studies have focused on the need to expand production of 'blue foods', defined as aquatic foods captured or cultivated in marine and freshwater systems, meet rising population- income-driven demand. Here we analyze roles economic, demographic, geographic factors preferences shaping blue food demand, using secondary data from FAO The World Bank, parameters published models, case at national sub-national scales. Our results show a weak cross-sectional relationship between per capita income consumption globally when an aggregate fish metric. Disaggregation by species group reveals distinct patterns; for example, high China pelagic Ghana Peru where these are widely available, affordable, traditionally eaten. We project near doubling global demand mid-century assuming continued growth aquaculture constant real prices fish. study concludes that nutritional environmental consequences will depend substitution among groups other animal source diets.
